Central government employees to be prohibited access to social media at work

Central government employees to be prohibited access to social media at work

The central government Wednesday told the Delhi High Court that it will issue an advisory prohibiting government employees from accessing social networking websites through officials systems and networks.

A division bench of Acting Chief Justice B.D. Ahmed and Justice Siddharth Mridul asked the centre to immediately issue an advisory prohibiting public servants, who already have an official e-mail account, from using external services.

The bench took into note the submissions of Additional Solicitor General Rajeeve Mehra that 4.5 lakh government employees have been allotted official email accounts and they have started using them.

Mehra further submitted that there would be requirement of five million such account holders and setting up of such e-mail accounts would require some time and infrastructure.

"You (centre) will issue an advisory that those people who have been given official e-mail accounts (nic.in) will immediately use that e-mail ids and to increase the number of employees on official accounts,” the bench said.

The court told the government that the server pertaining to the official e-mail account should be “housed in India itself”.

It also asked the information and technology department to process a draft e-mail policy proposal for the committee of secretaries within two weeks, and the committee to approve the e-mail policy and another policy “on acceptable use of IT resources of the government of India” within two weeks after that.

Filing an affidavit, the centre told the high court that it has proposed a national e-mail policy for official communication of government employees, saying the objective of the policy was to ensure “secure access and usage of data” by them.

In an affidavit filed in the high court, the department of electronics and information technology said the use of e-mail accounts of external service providers will be “prohibited for official communication” by government employees.

Earlier, the bench had asked the central government to bring in an e-mail policy for government officials in consonance with the Public Records Act in order to bar transfer of data to a server outside the country.

The public interest litigation (PIL) filed by former Bharatiya Janata Party (BJP) leader K.N. Govindacharya, said the use of e-mail accounts whose servers were outside India and transfer of the nation’s official data using this medium violated the Public Records Act.

The central government in its affidavit also said it has proposed another policy “on acceptable use of IT resources of the government of India” that lays down the guidelines with respect to use of all IT resources.

The court will hear the case April 30.

Expected dearness allowance from July 2014

Expected dearness allowance from July 2014

Recently the issue of 50% DA Merger has reached the peak of expectations. Though the central government knew this development, the govt has knowingly said nothing against or favor of 50% DA Merger. Its silence on this important issue simply added the fuel to the fire of expectation. After the Election announcement, the hope on 50% DA merger is now slowly eroding. Many central government employees Federations expressed their disappointment with 7th CPC Terms of reference and merger of 50% DA was not considered by central government. After this disappointment the central government employees are now getting back to their routines. So they have started thinking about what next..!
As the rate of dearness allowance from January 2014 has been declared, the necessary order for payment of Additional installment of Dearness Allowance from January 2014 has to be issued by Finance Ministry. The enhanced rate of Dearness allowance will be paid w.e.f .1.1.2014. The enhanced rate will be paid with the disbursement of salary for the month of March 2014. The increase of dearness allowance became due from January 2014 to February 2014 will be paid as arrears.

Let us move on to ‘Expected dearness allowance from July 2014’

what will be the rate of DA from July 2014 ?

The AICPIN for Industrial Workers for Seven Months from July 2013 to January 2014 have been released by Labour Bureau. The AICPIN for last two Months i.e December2013 and January 2014 have been declined by 4 and 2 points and pegged at 239 and 237 respectively. At present it is quite difficult to predict the trend of the Consumer Price Index for remaining 5 Months, as so many factors like election and policies of new government involved in it.
However, according to these seven months AICPIN, we have three Probabilities …
No
Probabilities
Expected Increase in Dearness allowance from      July 2014
Expected  DA from July 2014
1
If this declining trend continues for remaining 5 Months by 1 or 2 points
3%
103%
2
If the trend continues with movement between plus or Minus 2 points
5%
105%
3
If it continues with increasing trend by 2 points
7%
107%
According to the AICPIN released till now, the above possibilities have been arrived. As per above prediction the expected dearness allowance from July 2014 will be from 103% to 107%

Least possibility to announce Interim Relief before elections

Possibility to announce Interim Relief before elections

‘50% DA Merger’ gets replaced by ‘Interim Relief’..!

Finally, the doors have closed on ‘DA merger’. Attempts are now on to welcome ‘Interim Relief’.

As far as we are concerned, the chances of granting interim relief are very bleak. Since the Model Code of Conduct has been enforced, there are no indications of any decisions in this issue. Moreover, in the Terms of Reference of 7th CPC, there is no mention of Interim Relief.

The 7th CPC has invited all the Federations for talks. In that sense, it is difficult to say anything with certainty about Interim Relief.

There is possibility of an Interim Relief only if the 7th CPC comes forward to include it in its recommendations. That too is possible only after the general elections.

The Role of Government Employees In Lok Sabha Elections

The Role of Government Employees In Lok Sabha Elections

We don’t have to be the ones to tell you what an important role Government employees play on the day of polling.

One of the reasons for this importance is the practice of selecting only the state and Central Government employees for election duties, especially in the case of the forthcoming Lok Sabha elections that are going to be held in multiple phases. One can say that it is impossible to hold elections without the assistance of state and Central Government employees. So crucial is their contribution.

They are involved in election duties for months, either directly or indirectly. The crowning moment of these efforts are during the polling day when thousands of government employees are appointed at all the polling booths, on an average of at least 3 per booth.

It might look like an easy task to handle in metropolitan cities and smaller towns. It is not easy to carry out these tasks in remote villages or mountainous polling booths that are almost isolated from the rest of the civilisation.  More dangerous are the constituencies and areas that have been deemed sensitive and hypersensitive. In such areas, polling is held under tight security. From morning until evening, these officers have to sit at the polling stations with a heavy blanket of security. At the end of the polling, the voting machines are taken away under high security, but the officials who had manned the booth are left to fend for themselves and find their way back home. The ordeals they face are nightmarish.

According to the Government Order, if an employee deployed for poll duties fails to turn up on the polling day, then severe action would be taken against him/her.

In the past, a number of requests have been made to the Government to increase the honorarium paid to the employees on poll duties. Finally, it looks as if the Election Commission has heard the requests. According to information available, the Presiding Officer will be paid Rs. 1600, and the Polling Officer shall get an honorarium of Rs. 1150. The money shall be deposited directly in their bank accounts.

Government of India
Ministry of Health and Family Welfare
Department of Health and Family Welfare
Nirman Bhawan, New Delhi

PRESS RELEASE

CREDIT TO CGHS BENEFICIARIES IN EMPANELLED PRIVATE HOSPITALS TO CONTINUE

There have been reports in the Media that private hospitals on the panel of CGHS are denying credit facilities to the eligible CGHS beneficiaries for delay in settlement of hospitals bills. Lower package rates and inadmissible deductions etc. have also been reported to be the other reasons for withdrawal of agreed cashless /credit facilities.

24 out of 407 Private hospitals empanelled under CGHS decided unilaterally to discontinue credit facility to the eligible categories of CGHS beneficiaries. Show Cause Notices stand issued to these Hospitals and the empanelment of five Hospitals has been suspended for a period of six months or till further orders, whichever is earlier.

In this regard, the CGHS beneficiaries are advised not to be guided by misleading information as most of the private hospitals are continuing to extend the cashless facilities to the CGHS beneficiaries. The Ministry of Health and Family Welfare will ensure that the CGHS empanelled private hospitals continue to extend cashless /credit facilities to the eligible CGHS beneficiaries in compliance with the terms and conditions as laid down in the Memorandum of Agreement signed by them with CGHS.

Ministry of Health and Family Welfare has already taken special steps for clearance of pending hospital bills on a priority basis and the pendency of bills is almost cleared.

CGHS has already invited bids for revision of package rates through a transparent tender process, where the last date for submission of bids was 16th March, 2014. Steps are underway to conclude the tender process early.

India Post opens 2 ATMs in Delhi, 2800 more pan-India by March 2015

India Post opens 2 ATMs in Delhi, 2800 more pan-India by March 2015

NEW DELHI - March 1 : Postal bank savings account holders in Delhi can now avail of ATM services as India Post today launched automated teller machines at two locations here.

The department will open 2,800 more such ATMs by March 2015 which is part of its core banking system (CBS) project.

The initiative is part of modernisation project under which around 1.6 lakh post offices will be equipped with core banking system by 2015, Communications and IT Minister Kapil Sibal said while launching ATM at ITO post office. The other ATM has been opened at Kashmere Gate PO.

Finance Minister P Chidambaram inaugurated the first ATM of India Post network in Chennai on Thursday.

"Its not a short journey. It will take time but we have started this journey. There will be about 2,800 ATMs installed by March 2015," Sibal said.

"Some people only talk about common man but we are among those who work for common man without making noise. This ATM is for 'Aam Aadmi' at a common man's post officer. This is a gift for Aam Aadmi and I congratulate Aam Aadmi," he said.

The department is issuing ATM cards to postal savings bank account holders through which they can withdraw money.

"The ATM will serve only Post Office customers for first 6-8 months. After that we will link it with ATMs of other banks. Thereafter customers of any bank will be able to withdraw money and our customer will be able to use other ATM," Delhi Circle Chief Post Master General Vasumitra said.

Delhi will get 86 more ATMs by the end of this month and around 600 by 2015.

India Post has connected about 64 lakh savings accounts across seven states - Delhi, Uttar Pradesh, Tamil Nadu, Karnataka, Maharashtra, Assam and Andhra Pradesh -- in select branches with CBS.

The department has also applied for banking licence. "I am trying that Post Office should get a banking licence to serve common man in rural area. I will keep by struggle on for banking licence," Sibal said.

India Posts also announced linking of Postal Life Insurance service which has corpus of close to Rs 40,000 crore with CBS that will enable people to pay premium online, check status of their policy.

India Posts has plan to roll out core insurance solution like CBS at pan-India level under which it will integrate 810 insurance processing centres for faster claim settlement and after sales service.

Under the insurance project, 11,000 post offices will be migrated to new technology by September 2014 and about 14,000 post offices by March 2015.

The government has earmarked about Rs 5,000 crore for modernisation of post offices which also includes equipping all branches with real time banking facility using service of private companies.

7th Pay commission can suggest the merger of 50% DA in its interim report – The Times Of India

7th Pay commission can suggest the merger of 50% DA in its interim report – The Times Of India

The Union Cabinet on Friday raised dearness allowance to 100% from 90%, benefiting 50 lakh employees and 30 lakh pensioners.

The government has also cleared the way for merger of 50% DA with basic pay by approving it among the terms of reference of the 7th Pay Commission. An official said now the commission can suggest the merger in its interim report.
He added that 50% DA merger with basic pay will roughly increase the gross salaries of central government employees by around 30%.
The Cabinet approved the proposal to release an additional installment of DA and dearness relief (DR) to pensioners with effect from January 1, 2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10% increase over the existing rate of 90%, said an official statement.
Central government employees as well as pensioners are entitled for DA/DR at the rate of 100 per cent of the basic with effect from January 1, 2014, it said.
The government has estimated that the combined impact on exchequer on account of both DA and DR would be Rs 11,074.80 crore every year.
