EXPECTED PAY STRUCTURE OF 7TH CPC

EXPECTED 7TH CPC PAY SCALE :-

7th CPC Pay Scale is fast becoming the most mesmerizing phrase among Central Government employees these days. 

Every Central Govt Employee is waiting to find out the changes in their pay scale that the 7th CPC would recommend to the pay structure. Sensing this eagerness, Bloggers have been regularly coming up with their own versions of what the pay structure could be. Do not take those writings seriously sand authentically. 

Based on all the changes right from the 1st CPC, until the 6th CPC, we have predicted a pay structure. Even though we weren’t keen on it, we have been receiving requests by email and comments. At a point, it became unavoidable. We just had to give our own interpretation too. 
Since the basic pay of an ordinary employee has evolved from 260-950-3050-7730, the next change is expected to increase the salary by 2.5 times. Our Projected Pay Scale is expecting an increase of no more than 3 times. 

It could be 260-950-3050-7730-22500..!

More than the hike, everybody is hoping that the Grade Pay would be in proper series. 

And, everybody wants and hopes for a recommendation that prescribes a uniform Multiplication Factor (6th CPC 1.86) to all categories of employees.

Govt. latest official statement in Rajya Sabha on Merger of DA with basic pay of Central Government Employees - "A number of representations have been received from Associations/Organizations of Central Government Employees demanding merger of 50% of Dearness Allowance with basic pay. However, in view of the 6th Central Pay Commission recommendation not to merge Dearness Allowance with basic pay at any stage, the same has not been agreed to."

Will the Minister of FINANCE be pleased to state:

(a) whether Government is actively considering to merge existing dearness allowance payable to Central Government Employees with basic pay;


(b) if so, the details thereof, and if not, the reasons therefor; 

(c) whether Government has received any representation from employees associations in this regard;

(d) if so, the details thereof and the details of action taken thereon; and

(e) the reasons for delay in constitution of 7th Central Pay Commission?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF FINANCE
( SHRI NAMO NARAIN MEENA)

(a) No Sir.

(b) The 6th Central Pay Commission did not recommend merger of Dearness Allowance with basic pay at any stage. This has been accepted by the Government vide Resolution dated 29th August, 2008. 

(c)&(d) A number of representations have been received from Associations/Organizations of Central Government Employees demanding merger of 50% of Dearness Allowance with basic pay. However, in view of (b) above, the same has not been agreed to. 

(e) The Government has already decided to constitute the 7th Central Pay Commission under the Chairmanship of Justice Ashok Kumar Mathur, Retired judge of the Hon’ble Supreme Court.

केन्द्रल सरकार के कर्मचारियों के महंगाई भत्ते को मूल वेतन में विलय करने का प्रस्ताव 

2062. श्री प्रभात झा:  श्री अरविन्दश कुमार सिंह: श्रीमती कुसुम राय: 

क्या वित्त मंत्री यह बताने की कृपा करेंगे कि:

(क) क्याि सरकार केन्द्र  सरकार के कर्मचारियों को दिये जा रहे मौजूदा महंगाई भत्तें का मूल वेतन में विलय करने पर सक्रियता से विचार कर रही है;

(ख) यदि हां, तो तत्संचबंधी ब्यौ्रा क्‍या है और यदि नहीं, तो इसके क्याय कारण हैं;

(ग) क्याह सरकार को इस संबंध में कर्मचारी संघों से कोई अभ्या‍वेदन प्राप्तभ हुआ है;

(घ) यदि हां, तो तत्संंबंधी ब्यौंरा क्या् है; और उस पर की गई कार्रवाई का ब्यौररा क्याे है; और

(ङ) सातवें वेतन आयोग के गठन में विलंब के क्यां कारण हैं?

उत्तर

(क): जी नहीं।

(ख): छठे केन्द्री य वेतन आयोग ने महंगाई भत्तेक का किसी भी स्तपर पर मूल वेतन में विलय नहीं किए जाने की सिफारिश की थी। सरकार द्वारा यह सिफारिश दिनांक 29.08.2008 के संकल्पि के तहत स्वीदकार की गई है।

(ग) और (घ): 50% महंगाई भत्तेक के मूल वेतन में विलय की मांग करते हुए केन्द्र् सरकार के कर्मचारियों के संघों/संगठनों से अनेक अभ्यारवेदन प्राप्त  हुए हैं। तथापि, उपर्युक्ती (ख) को ध्यारन में रखते हुए, इसे स्वीाकार नहीं किया गया है।

(ङ): सरकार ने माननीय उच्चइतम न्या‍यालय के सेवानिवृत्तत न्याययाधीश न्याखयमूर्ति अशोक कुमार माथुर की अध्यमक्षता में 7वें केन्द्री य वेतन आयोग का गठन करने का निर्णय पहले ही ले लिया है।
